As a councillor of over a decade, I have the experience and knowledge to accomplish material change. There is so much more to do in the City, and I hope the following summary of my record shows that I am prepared to do the work and achieve results.
Randall Anderson has lived and worked in the City of London for the last 24 years. He was an elected member of the Common Council of the City of London Corporation for over a decade, building strong relationships across the Corporation and our communities. He was Chair of the Projects and Procurements Committee, spearheading the push to reform how the city takes on new projects and procurements, and reduce bureaucratic complexity delivering these. At the same time, Randall was Deputy Chair of the Finance Committee, working to ensure that the City’s funds were both well looked after and responsibly spent. Randall has chaired the important Community and Children’s Services Committee responsible for delivering critical local authority services.
Randall was a member of the Barbican Centre Board and the Guildhall School Board of Governors, primarily focused on improving the financial stability of these institutions. As he took on broader responsibilities within the council, his roles have trended towards matters related to finance and business. His 40 years of experience as an attorney and arbitrator has made him a very effective communicator and negotiator. These skills have proven indispensable in accomplishing his primary goals of enabling the council to behave as a more commercial enterprise, making the City a pleasant and desirable place to work, and expanding the City’s social housing stock, as well as services to help rough sleepers off the streets.

The City of London deserves leadership that is decisive, forward-thinking, and dedicated to ensuring it remains the world’s leading financial, professional, and cultural hub.
The City faces several challenges. The most important are the following:
Three Challenges Facing the City
Budget reform. The City’s record increase in the business rate precept has done little to close the deficit. Across-the-board cuts are now being planned — a blunt approach that has previously created
years of corrective action. Spending reductions must be driven by clear priorities. That is harder work, but essential.
Efficient government. Ministers believe larger councils are more efficient. We must prove the City can govern itself effectively — or risk being merged into a borough.
Protecting our police. Government reform proposals pose an existential threat to the City of London Police. Our force’s specialist expertise in cybercrime and fraud underpins the City’s reputation as a world class business environment. This challenge demands far greater urgency and creativity.
My record of delivery:
Streamlined, Efficient Governance
Reforming Project and Contract Management: As the Chair of Projects and Procurement, I drove efficiency by streamlining approval processes and reducing unnecessary committee oversight, enabling Councillors to focus on strategic leadership—not micromanaging projects.
Procurement Transformation: I radically altered outdated procurement procedures to ensure the best outcomes at competitive costs, aligning with modern practices.
Responsible Financial Leadership
Budgeting That Reflects Our Priorities: Instead of merely inflation-adjusting previous budgets, I have argued for a priority-driven approach, aligning financial decisions with what truly matters to our community.
Maximising Returns on Investments: Implemented a comprehensive review of our investment strategy, ensuring resources are allocated to deliver higher returns and safeguard our financial future.
Empowering People Through Modernisation
Delivering a World-Class ERP (Finance and People) Programme: I led on modernising our finance and people management systems. This has increased efficiency and enhanced the Corporation’s ability to serve effectively.
A Safer, Fairer City
Supporting the City of London Police: As Deputy Chair of Finance for the City, I ensured that the Police had a viable and effective budget to keep the Square Mile the safest business district in the world.
Strengthening the Fight Against Fraud and Cybercrime: As Chair of Projects and Procurment, I actively worked on the committee for the successful delivery of the new Action Fraud system for Cybercrime Reporting and Analysis, putting victims first while bolstering the nation’s defences against economic crime.
